I. Economic Feasibility Analysis:
Winchester utilizes the experience of its personnel and their computer modeling
capabilities to prepare proforma statements to show the following:
- Project cost effects
- Construction cost effects
- Golf course maintenance effects
- Operational and management effects
- Internal rates of return
- Income stream strategies
The above information can be used to assist ownership in judging the project financial
viability prior to its commencement and as a basis for monitoring the operational
efficiency once the project is underway.
II. Entitlements:
Process and coordinate the securing of entitlements and permits necessary to
design and construct the golf course, clubhouse, infrastructure, lots and all
ancillary facilities.
III. Management:
Assemble and manage/coordinate the golf course design, building architecture,
construction, maintenance and operation teams and disciplines necessary to complete
the following:
- A. Design, Engineer & Construct:
- Golf Course and Clubhouse
- Maintenance Building and Cartbarn
- Pump Station Facilities and Offsite Improvements
- Comfort Stations, Wet and Dry Utilities and Roads
- Housing Pads and Potable and/or Greywater Reclamation Irrigation
- B. Operate: (If Ownership Desires):
- Clubhouse/Proshop
- Maintenance Program & Facilities
- Marketing / Sales
- Homeowners Association
- C. Scheduling:
- Prepare and maintain for ownership and the project, an overall CPM or
GANT chart to assure complete collection of disciplines, sub-contractors
and time frames. This provides for complete coordination and integration
of the respective work efforts.
- D. Implementation:
- Value Engineer all routings of the golf course designer, the architect,
the engineer and the contractors to reduce and/or contain cost while advancing
the integrity of the project.
- Prepare, evaluate, and negotiate all bid and non bid elements of the
project for recommendation tothe owner, including golf course,clubhouse,
out buildings and utilities.
- Coordinate all agency testing and monitoring as needed and required.
- Negotiate, through purchase or lease, the complement of maintenance
equipment necessary to care for the specific type of golf facility.
- Negotiate the lease or purchase of an effective golf cart fleet.
- Oversee the selection and implementation of interior items such as proshop
and clubhouse furniture and fixtures, kitchen equipment, lockers, millwork
and all items necessary to operate the clubhouse.
- Provide for signage, markers, score cards, yardage, pins & flags,
etc.
- E. Budgeting:
- Provide monthly Budget Accounting Reports to the owner in order to track
and keep track of the fiscal progress of the project
- Reconcile all requests for payment along with preliminary notices and
lien waivers.
- Provide monetary design and construction control on behalf of ownership
in order to maintain budget integrity.
- Review, substantiate and recommend for approval all project invoices.
- Close-out the project.
- F. Operations:
- Secure, on behalf of the owner, selected, key personnel such as a Golf
Course Superintendent, Head Golf Pro, Clubhouse Manager, Chefs, etc. and
the general personnel to operate the clubhouse and golf course.
- Establish and set up the management team based on operating budgets,
management and maintenance procedures and merchandise necessary to commence
and continue operations.
- G. Marketing:
- Golf Memberships.
- Real Estate.
IV. Club Documents
Provide modeling input, insight, coordination and direction for Club, Home Owners
Association and DRE documents.
